That is certainly the canon book for understanding the mathematical 
underpinnings of what NURBS are, effective and descriptive mathematical proofs 
for how they describe geometry, what they describe, their fundamental 
limitations, some information on how to go about implementing or evaluating 
them, and much more.  It's a dense book.

However, I think it's about as useful an introduction to implementing NURBS 
support for a solid modeling CAD system as reading The Joy of Cooking is for 
running a restaurant.  Sure, keep it handy and reference it often, but how you 
use that information is the real problem. ;)
