I have read somewhere that the yeast can actually use a microscopic amount of copper. Presumably most of that will be left behind in the yeast. As such the copper chiller will tend to oxidize on its surface, and soaking it in acidic wort will dissolve some of the copper oxides - that's why the chiller comes out bright and shiny!
