I don't know the exact numbers, but you should use a fairly small diameter, to make sure that the water flow inside the pipe is turbulent. In a large-diameter tube with a slow flow, the water will flow in a laminar way. this means that the same water tends to stay on the outside of the tube, and the water in the middle will not contribute much in the cooling. In a turbulent flow, the water in the tube gets mixed up all the time, and all of it contribute to the cooling.
