Ok, first thing is to measure again. Stir the pot, take a sample, cool
it down, and measure. It might be higher than you expect!

Yes, you can boil water out of it. That will change the taste profile,
bring out more malty nuances, and make the beer darker, more in the
direction of scottish ales. Nothing wrong with that, some people do so
on purpose. Since you have already added your bittering hops, a longer
boil will extract a bit more bitterness out of them.

Or you can add some extract, or even sugar. I would suggest playing with
beercalc to see how much makes most sense. 

Or finally, you can accept your beer as it is. If it was an all-grain,
you have got the same malty taste out of your mash, but less sugar, so
your beer will probably taste quite fine, even if it ends up a bit less
potent. 

Don't sweat too much about the OG - only you will ever know how it was.
The important thing is to remember that

   it will be beer anyway
