Well, the bitter stuffs in hops do not dissolve very well in water, and
even less in sugar water. That's why you have to boil those hops for so
long. You get more bitterness out of them if you boil half of the hops
in each potfull. 

Another trick: You can save some hops, if you boil two pots after each
other: In the first pot, boil hops as usual. But save the hops you only
boiled for 5 minutes or less - they are still good for bittering the
second pot.

Well, in theory you can just dump a bit of sugar into every bottle, but
it is awfully hard to measure that precisely. And besides, you should
boil that sugar 5 min in water, to kill any bacteria that may have
landed on the sugar.
