As a starting point you can assume that the hoppy taste does indeed come
from the hops. And yes, more hops provide more of that taste. 

Those very hoppy beers tend to have a good amount of bittering hops,
boiled for 60-90, even 120 minutes. And even more of aroma hops, boiled
15-5-1 minute. And a good handful of dry hopping gives the freshest
hoppiness. Just hadd a good solid hop bag in the secondary fermenter,
and let it stay there for 1-2-4-6 weeks. Perhaps add another bag a week
before bottling/kegging it.

Do not be afraid to experiment - in the worst case you get an awfully
bitter beer, or an overdosis of other hoppy aromas. Let the beer mature
a while, and see if that doesn't get better. If nothing else helps, mix
it 50-50 with a nice harmless beer, to dilute the excesses. Somehow I
doubt that you will get too much hops, no matter how much you think you
are overdoing it. Have a look at what other people have put in beercalc.

I have once made three experimental brews, about 4 liters each. One with
100g of finishing (1 min) hops (and nothing else). One with 100g of
aroma hops (5min), and one where I boiled both those hop bags for 60
minutes to get a decent amount of bitterness. Can't remember which hop
it was, something quite ordinary. The results were interesting - the
bitter one was, well, awfully bitter. The others had a certain
bitterness in them too, and a *lot* of hoppy tastes. Highly recommended
for every brewer to try this once - even if the results were not all
that delicious.

Experiment, and learn. You aren't really risking anything, since

   it will be beer anyway
