CCIE does make sense- and they have improved it over the years.

I don't like all the fragmentation now- but it's kind of necessary.
There are a growning number of very specialized certifications
that require very narrow study and focus.  A lot of focus.

Customers are asking for them.  When my company bids on projects,
we frequently get asked to provide lists of certifications.  

That's just the way it is now.
