I like that idea.
I see a few small things that would need to be handled:
* How the BUGs would handle policing, as you mentioned
* How do we determine what an "official" BUG is? If I start a new BUG
with myself and a buddy as memebrs today and apply for proctor status
tomorrow ... well, I don't think that should count. What can we use as
a minimum standard for partnering with a BUG? It's a harder question
than it looks at first ...
* It might match the wrong set in that large centers are more likely to
have a BUG and large centers aren't the geographic areas where finding
proctors is goign to be the most difficult. Perhaps if it were expanded
to include other open source user groups (like LUGs) for those areas
that lack a BUG we might be able to get wider coverage.
