It's basically, a central authority granting a charter to a child organization, to use/reuse and represent the goals of said organization. Every fraternity has a parent, and that parent entity can by a charter document define what the child may do and may not do in representing the organization as a whole.

If you want a more detailed scope I could draft one up but I don't think we are anywhere near ready for such steps yet. I mean we haven't even agreed on the whole cert thing yet...;-)
