And here's what I found out:

------------------------------------------------------------------------

There is an association called ACCC (pronounce A triple C) which is the
Association of Canadian Community Colleges. It acts as an umbrella
organization for both technical colleges and community colleges....for
example SIAST is a member as are all of the local regional community
colleges in Saskatchewan.

http://www.accc.ca/english/index.cfm

The site includes a list of all member colleges.

I would expect that most of these would offer services to proctor exams.
Usually the organiztion simply arranges for delivery of the exam and
arranging a time/place for client to write, the college simply provides
facility and someone to proctor the exam, seal it up, and have it
returned.

------------------------------------------------------------------------

This definitely sounds like a promising avenue to explore.
