Sorry to appear to take so long to get back on this one--I wanted to confirm the translation with both the Polish team and Aleksander.
Apparently there is no Polish equivalent for the word "outsourcing" or a standard way of referring to that concept. The Polish translation team feels that their translation accurately reflects the concept in Polish. This should be much clearer when the Report itself is translated into Polish.
On a related note, the Polish press release for the Report was just sent to me so it should show up on the website sometime today.
