There is a chapter on the manual installation of packages in the XEmacs
manual: (Info-goto-node "(xemacs)Manually")
Basically you just pick a directory where XEmacs looks for packages and
unpack the tar ball in this directory. Which directory is right for you
depends upon if the package should be available to your user only or all
XEmacs users on the machine. The default directories XEmacs is using
can be found in the variables `{early,late,last}-packages'.
