I see a similar misbehavior with 'emacs -Q', which should bypass
personalization, and even with 'env -i HOME=/nonexistent

XDG_SESSION_TYPE=$XDG_SESSION_TYPE /usr/bin/emacs -Q', which should
bypasses pretty much everything.
For what it's worth, on my Fedora 44 platform, 'emacs' eventually
resolves (via a series of symlinks and scripts) to
/usr/bin/emacs-30.2.pgtk, where Lisp call (emacs-version) returns "GNU
Emacs 30.2 (build 1, x86_64-redhat-linux-gnu, GTK+ Version 3.24.52,
cairo version 1.18.4)
of 2026-08-28". My XDG_SESSION_TYPE environment variable says
"wayland" and I am running a graphical Emacs. But I doubt whether this
has anything to do with the windowing environment or whether Emacs uses
graphics or just text.
