Who assumes responsibility for the list administration? Who makes the policy decisions? Is there a standing policy for this list management? The only somewhat positive response I heard on this was an offer to host the list with limited administration, but it sounded like SPAM would be reduced. Note - I've reviewed a lot of the headers of incoming SPAM and noticed a bunch "request@<maillists>" addressees! I.e., some of the SPAMmers are actually subscribers! Whoever adopts the list SHOULD a) only allow subscriber posts and b) ignore all messages tagged by orbz.org as coming in from any "black-holed" or "open relay" servers. c) filter out all incoming messages through a local SPAM filter and run all remaining messages through orbz.org.
