I don't think anything will enhance its "popularity".  It is what it is,
and it is never going to replace emacs or vi.

(Antonio: FWIW, usual practice is to leave the NEWS file complete, with
all info for past releases, not just the current release.)

I write a human-readable Changelog, and the NEWS file is more or less a duplicate of the Changelog entries for the latest release. With this setup, leaving in NEWS all info for past releases only bloats the package. Of course, other packages with automatically generated Changelogs thousands of lines long, may need a complete NEWS file for the user to understand something.
