Follow-up Comment #1, bug #45591 (project gettext):

apples.
This is not true for Germanic languages whose plural form is:
Plural-Forms: nplurals=2; plural=n != 1;
where msgid[0] is used if n == 1.
I agree with the change nevertheless, if the rule is already widely used.
