Follow-up Comment #4:
The problem here is the same as in #34789. We set up a timer for the tool tip
to display but as all this happens in a modal window the timer never gets a
chance to run.
As you suggested there is a common cause here. I will close this bug and when
(if?) we fix #34789 this one should fully work as well.
