Go to Application and fill two of the available fields: `Command' and `Work path'. Just set `Command' to run-icecat.sh and `Work path' to the directory that contains run-icecat.sh.
Yes, I've gone this way, first creating an item in the main menu, then I've managed to get a shortcut to the bottom panel (near the taskbar) and finally replaced the brown fox with the blue cat :) But before that, I've done (on advise from a forum):
