493a01c02] (among other changes) changed the documentation of .hw slightly, to
say the specified hyphenation exceptions are "associated with the ...
environment."  This does not appear to be accurate.

$ cat hy
.ll 1p
1. facilitate
.hw fac-ilit-ate
2. facilitate
.ev new
.ll 1p
3. facilitate
$ groff -Wbreak -Tascii hy | cat -s
1.
fa-
cil-
i-
tate
2.
fac-
ilit-
ate
3.
fac-
ilit-
ate


This output is consistent across at least groff 1.19.2 to the latest git code.
 (And also in Heirloom troff.)

This commit similarly made the manual claim that .hla is associated with the
environment, which we know from the brouhaha around bug #66387 was never
historically the case.
