Bonus fix: I noticed that (again, at least on Ubuntu 24.04), "groff
-man -Tpdf" produces bad output; for example, URLs (.UR macro) are
simply dropped. I changed the Makefile to use -Tdvi and dvipdf
instead, which produces much better output.
Investigate this. It sounds alarming. Surely we didn't ship _groff_ 1.23.0
like this. I'm traveling right now (back in the saddle next week) but I seem
to remember we have a unit test for this.
