Apparently make now detects recursive variable expansions that was previously
silently allowed, see:
https://lists.gnu.org/archive/html/info-gnu/2023-02/msg00011.html

To fix this I propose the attached patch, it changes $(PATH) to $$PATH so it
will properly be evaluated by the shell
