Yes, this patch is quite comprehensive! The only thing I can think of that
you didn't include was a "NEWS" item for it, and given that the window is
closing on _groff_ 1.24.0, that wouldn't have been appropriate.
But this work looks quite well done. If it integrates smoothly for me, I
think it can go in for this release. It doesn't break the C/C++ code freeze
that is in effect (and which I'm having to break anyway on a limited basis to
resolve a regression).
