Follow-up Comment #16, bug #67544 (group groff): There is usually no necessity to define a font family in a document, as only the font styles (R, I, B, C, etc.) are commonly used.
Man pages (documents) can be rendered by using a command option like
"-f U-T", and that only makes sense with "troff", not "nroff".
But that is not common use for reading man pages.
Using more kerning (in troff mode) for man pages (technical literature)
is not needed, reading is not for entertainment but understanding.

Why can (may) you not add your needed kerning data just to your own Times
fonts ?
Why must (shall) it be changed for all users, now and in all futures ?

The same man page is rendered so many times again and again
(worldwide !), that the energy (resource) is better used for more valuable
things.
So for man pages the font family TR with only "necessary" kerning pairs
is a resource (time, energy) conserving choice.
This font family (TR is default for "troff") does not need to have more
kerning pairs in "groff", as it is mainly used for man pages (man-db).
