I'm using Linux-2.3.18, and I have just ensured that init=/bin/sh works
correctly. Probably "hdc=cdrom" is interpreted differently.

I don't think that GRUB is guilty.
Look in /proc/cmdline if you can boot 2.3.18 at all.
