  If the user is an expert, that's true, because he knows what is
allowed and what is disallowed. But suppose that a newbie tries to use
your OS; I bet that he will have a trouble.

  The command "modaddr" will lead GRUB to the primitive age when the
command "install" required the argument ADDR. We knew that the
requirement was very bad, since many people complained, asked, or
just failed, so we fixed that. It is generally a bad thing that the
user must unnecessarily learn some information by heart.

  The Multiboot Module Header would be just like the Multiboot Header,
so you can use an arbitary executable format.
