No! LILO is very different from GRUB. LILO never understand your
filesystem. LILO never allow you to specify kernel arguments
dynamically. LILO cannot boot *BSD. And so on. Please don't compare
GRUB with LILO. I dislike LILO because of the wrong design.

Wherever you like, as the other stages.
