More technically, GRUB must be reinstalled if the file containing the
stage following stage1 (stage1.5 or stage2, as the case may be) is
modfied in any way. If that stage is not on a filesystem, then there
is not any risk (unless parted somehow overwrites them).
If you want to make parted really smart, then it can understand GRUB's
blocklist layout, and figure out if those blocks will be affected by
a given operation. That would be nice.
