Your point is well-taken.  However, it applies only if all machines
are always booting with grub.  While that is a reasonable option if I
were starting my project today, I'm not starting; I'm upgrading.  We
still have boot media (floppy and CD) that depend on the rp= setting.
They must keep working as we phase in grub.

I really don't see what the big problem is with using some of the
extension space (options 128+) for grub's config file and, I suppose,
other settings.  I'll probably do just that, actually, even if the
official grub source tree doesn't follow along.
