Just to put some final words on this and close the report...

The `missing' script itself checks for the existence of makeinfo.  It
is invoked with `missing --run makeinfo ...' which attempts to run
makeinfo before bailing out.

As we said earlier, this will not be a problem for an actual release,
because we bundle the proper info files with the tarball.  It was only
a problem for you because you tried the CVS version without the
required tools.

There will be a release very shortly, and so things should work for
you again.
