FS corruption unlikely. Very meticulous when building systems.
You do not appear to have attempted to verify if the problem is reproducible.
While it may be a stupid behavior on the part of Windows, unfortunately
Windows is a important target and may deserve a workaround, even an inelegant
one.
And what is unclear about "BCDEDIT tool could not access its repository?"
