Follow-up Comment #5, bug #28284 (project grub): Was reporting this as a courtesy as I worked-around it and don't care that much. Fine with me if no further action is taken.
One thing I remember now is that the partition was created with 'parted' and Windows 6/7 installed on it in "custom partition" mode with all other partitions marked hidden. With this approach no recovery partition is created, which might be a factor. The GRUB2 config included a directive to cause the partition to be marked active whenever booting and all other NTFS partitions are marked hidden. When I say that BCDEDIT did not recognize it's repository, that means that no matter what command is issued it returns an error.
