This stems from the rule on lines 73-74 of
stepmake/stepmake/texinfo-rules.make
$(outdir)/%.txt: $(outdir)/%.texi $(outdir)/version.itexi
$(outdir)/weblinks.itexi
$(MAKEINFO) -I$(src-dir) -I$(outdir) --no-split --no-headers
--output $@ $<
The dependency is correct (it includes $(outdir)/%.texi which evaluates
to out/contributor.texi) so `make' knows that it needs this file. Also,
`make' seems to think that the file exists, but `makeinfo' reports that
it does not.
A couple things to check:
1) Does the file out/contributor.texi exists or not?
2) Do you have any file out/contributor.dep lying around and if yes, can
you report its content?
