I am not sure how your simplified example should be typeset. Is there a situation where it should result in a double slur? If there is, should the part combiner aim for events corresponding to a double, or to a single slur?

I don't think there is a single answer. When chords are used to notate parts
in vocal music double slurs are common, but when the same chords appear
in the piano accompaniment only one slur is (or often no slurs are) written.
