I think JSON would be a good solution.

It's no harder to install `jq` than it is to install `make` these days, even
on relatively ancient distros. I don't see why this would be an issue.

I don't particularly like its syntax but it's not especially difficult, and
let's face it most people are going to be googling "how to print make targets"
and copy/pasting the first stack-overflow page.

On the other hand, maybe it is over-complicating things.
