I agree with much of the sentiment expressed in this proposal. Our current ChangeLog recommendations stem from a time long before modern version control systems were in use.
Personally I find the ChangeLogs of most projects singularly useless. Even those which are well maintained tell you nothing which cannot be gleaned from looking at the git repository. If we are to continue with the ChangeLog practice, I think an important recommendation is that the entries should say WHY a change was made, instead of what most do - merely state that it was made.
