I agree.  We can discuss and decide later where that page should live
and what goes/remains in it (the irc-rules page will very likely be
subject to significant change, so let's not focus on that for now).
Jason's suggestion here is merely about us telling package maintainers
to email [email protected] with information about the IRC channel(s)
of their packages, so we could document them in our records and display
a potentially auto-generated list of them somewhere on gnu.org (much
like how we publish lists of all current and decommissioned packages).
