Could you please say that more concretely?  "Delegates the
responsibility" is rather abstract.

I could not find Web Key Directory in Wikipedia.

So the big email service companies, such as gmail, support this?
If they don't do so, is its usefulness rather limited?

A public key with many signatures gets to be quite large.
When people put the key in every email, it can make
small emails much larger.
