I don't think anyone is proposing we change existing packages. If package maintainers deem switching worthwhile, I think the GNU Coding Standards should allow it. That is why the proposed patch merely lists NEWS.md as an alternative name for NEWS, and README.md as an alternative name for README. -- Basil
