Clearly, we want to be as backwards-compatible as possible in all respects.

That said, I'm much more concerned about compatibility at the info level
than at the texinfo level.  Like Werner, I rather feel that if someone
messes with the documentation, it's reasonable for them to have the
necessary tools involved.  Virtually everything (including Texinfo)
requires the latest automake/autoconf/gettext/etc., and I haven't seen
any complaints about that.

    What we need is a conditional directive that can take a version as
    an argument, similar to "#if __GNUC__ >= 3".)

Agreed.
