I think the latter makes most sense: it seems more useful and consistent.
It is maybe *slightly* easier to implement @sup{TEXT} as $^{TEXT}$
rather than \superscript{TEXT} or whatever, but it can't be that difficult
to implement a suitable \superscript macro.
