I think it would be easy to implement, the base URL could easily be
put in the local variables section of the Info file (which appears at
the very end of the file and at the moment only is used to declare the
document encoding. I don't have a strong opinion on whether it is
desirable but the URL's should be stable, and refer to the same
version (for example, all of the old emacs manuals would have to be on
www.gnu.org ).
