It looks like there's something wrong with your TeX Live installation. mktexlsr.pl should be in $TEXMFROOT/texmf-dist/scripts/texlive, where TEXMFROOT can be determined by the following command:
kpsewhich -var-value=TEXMFROOT Presumably it's /Users/ilg/Work/no-backup/texlive on your system. Ken
