IMO, removing it would be a regression. Either we should have a separate setting for warning about missing sectioning commands, or the warning should stay (or be replaced by a smarter one, like I wrote in my previous message). Most Texinfo manuals are intended to have a sectioning command in each node, so this warning catches mistakes and is thus IMO valuable in a vast majority of cases.
