People on the Codeberg thread were also discussing TeX Live,
The Codeberg (actually Guix) people were misled from the start. Their
whole problem has nothing to do with CTAN (or Texinfo) and everything to
do with TeX Live.
Presumably the TeX Live maintainers know where to get Texinfo if
they want to distribute it (or any parts of it).
I am the TeX Live maintainer as far as the Texinfo TeX files are
concerned ... yes, I know where to get Texinfo :).
At the moment we don't upload any of the following to ftp.gnu.org:
