Instead, there's a patchset which is applied to glibc before building it. You can download it at the following address: https://dev.gentoo.org/~slyfox/distfiles/glibc-2.29-patches-7.tar.xz On the other hand Gentoo doesn't apply any patches to wget as far as I know.
