#2311: bq27000 driver should expose CI (capacity inaccurate) flag

bq27k can not always give a good estimate of battery capacity, in this
case it raises CI flag to notify user he must perform a learning cycle.

The driver should expose enough information to make handling this
situation by the userspace easy, that most probably includes CI and VDQ
(valid discharge suitable for learning is ongoing).

While at it also fix a minor bug of exposing NAC (nominal available
capacity) instead of CACT (temperature and discharge rate compensated
 capacity).
