As far as i understand it, the issue is related to mod_perl, not httpd. If so, please have a look at 'https://perl.apache.org/docs/2.0/user/help/help.html' and especially 'https://perl.apache.org/docs/2.0/user/help/help.html#Important_Information' for where to send the report. The mod_perl project does not use this bugzilla. However, is it an issue which is new with httpd 2.4.39? (i.e. a regression in a recent release?) Some not that old changes have been backported in 2.4.x which could be related (i.e. r1820794 and r1835175).
