You are trying to use an old install script with current sets.
Don't do that, it won't work correctly ;)

Specifically: the arch-dependent /usr/mdec/installboot has been retired,
and replaced with a unified and easier-to-use /usr/sbin/installboot
(no separate step to copy the boot loader). You're using an old install
script which expects the old /usr/mdec/installboot to be present. New
scripts have moved on.
