I appreciate the work and decisions made during the pressure of the pre-qual 
work. I left `rtems-central` alone so that work could proceed. I felt there was 
enough complexity without added oversight and oversight from someone not 
directly involved. I am sorry if you feel you are being tied in knots, it is 
not the intention.

Tools in `rtems-central` and code in `rtems.git` only accessed and used by 
those tools creates a hole.

Why not hold these tests with the qual stuff with the code that can handle 
them? I accepted the validation tests into `rtems.git` because `rtems-test` can 
report a pass or fail.
