Tool projects like `gcc` where RTEMS-contributors heavily contribute to the parts related to RTEMS? Or any arbitrary library that someone is using with RTEMS and where a small 5 line patch is sent? - Who decides what is on behalf of the project and what is a contribution done by an individual? - Is an upstream project aware of the workflow?
